In an abundance of caution and with concern for maintaining the safety and health of the public and our employees, we will be limiting operations at City of West Richland offices and departments as a precautionary measure to help slow the spread of COVID-19 (novel coronavirus).

During a regular meeting on March 17, 2020, the West Richland City Council voted unanimously to approve a proclamation declaring an emergency due to the outbreak of coronavirus disease 2019 (COVID-19).

The emergency areas include the City of West Richland where City facilities, property, and/or personnel may be located.

In addition, the City of West Richland activated the City’s Continuity of Operations Plan (COOP) in response to the COVID-19 pandemic. Per the COOP, the City will shift its focus to performing mission-essential functions.

Beginning Wednesday, March 18, 2020 at 5:00 p.m., the Municipal Services Facility will be closed to the general public through March 31, 2020, but may be extended beyond that date. Only mission-critical functions and duties that do not require close personal contact with the public will provided.

We are doing everything we can to protect the public and our employees in the midst of this expanding public health crisis. We will continue to provide essential services to residents but we are monitoring the situation closely and urge the public to follow the guidance of the Benton-Franklin Health District, Washington State Department of Health, and the Centers for Disease Control and Prevention (CDC).

The Municipal Services Facility will be closed, so utility payments may not be made in person. Garbage Service is provided through Ed’s Disposal. Their Pasco and Walla Walla offices are closed to walk-in customers until further notice. Solid waste collection and removal routes will run as normal without interruption. However, contingency plans are in place to respond to service, if necessary. For more information go to

The Public Works Engineering Department will continue internal business as normal with a few changes. Construction inspection on all city and private construction projects will continue but emphasis will be taken in regards to social separation practices. Civil plan and street cut permit reviews will be electronic submittal only. Applicant should email or call 509-967-7107 for instructions on submitting plans for review. The West Richland Police Department lobby will remain open. The only restrictions at this time are no fingerprinting services, CPL renewals only, transactions in cash or check only, no Department of Corrections (DOC) check-ins, and no citizen ride a-longs. All other services will be available.

All boards and commissions meetings have been cancelled until further notice. The April 7th City Council meeting is cancelled.
