The governmental structure of West Richland is a "Council-Mayor" form. The Mayor is the Chief Executive Officer of the City and is elected to a four-year term. The Mayor presides at all Council meetings and only votes in the case of a tie vote.
The Mayor advocates citizen participation in City government. The Mayor appoints citizens to the Planning Commission, Park Board, Board of Adjustment, Economic Development Board, Civil Service Commission, Urban Forestry Advisory Board, and other ad hoc committees as needed.
As the Chief Executive Officer of the City, the Mayor attends dedications, ground breakings, joint Tri-City activities, and other ceremonial functions. He is the City’s representative to the Hanford Advisory Board and serves as an ad hoc member of all Council Committees.
