2009 COMPREHENSIVE WATER SYSTEM PLAN
Washington State Administrative Code (WAC) 246-90 requires the City to submit an update of the City's Comprehensive Water System Plan (WSP) to the Washington State Department of Health (DOH) for review and approval every six (6) years. The City's current WSP was approved by the DOH on October 29, 2002. An update to the WSP was to be submitted to DOH by October 29, 2008. DOH revised West Richland's WSP update schedule to October 29, 2009 to coincide with the City of Richland, Pasco and Kennewick's WSP update schedule. The extension allows the four Cities to collectively complete a Regional Water Forecast and Conservation Plan (RWFCP). The RWFCP is required under the Quad City Water Right and is to be incorporated into each City's WSP. A draft of West Richland's WSP was submitted to the DOH for review prior to the October 29, 2009 deadline.
The City's WSP will be used by the City to: (1) Upgrade the City system to improve reliability and to assist with expanding the capacity of the system to provide for future growth and development; (2) Ensure projected revenue is sufficient to the fund the operations, debt, capital replacement and meet minimum reserves. Along with sufficient connection charge revenue to complete planned six-year capital improvements. The WSP will benefit current and future residents of the City by enhancing the quality of life through improved reliability of water services, planned growth, and scheduled improvements.
