[ARCHIVED] Notice of SEPA Determination of Non-Significance

Description of Proposal: 

City of West Richland 2022 Comprehensive Plan Amendment Docket and Associated Rezones: The City received two private-party applications and SEPA checklists for a map amendment to the Comprehensive Plan as listed below. The items will be consolidated into the 2022 Comprehensive Plan Amendment Docket (to be established by City Council on August 16, 2022) and is file number COMP-0003-2022. Staff has prepared a SEPA Checklist to consolidate environmental review and consider the cumulative effects of the docketed proposals.

COMP-0001-2022 (Indian Eyes): The applicant applied for a map amendment for one area: Area 1 from Medium Density Residential to High Intensity Commercial. The applicant has also applied for associated rezone for this area which includes the following parcel number: 131083030003018.

COMP-0002-2022 (Parcel 11): The applicant applied for a map amendment: Area 2 from High Intensity Commercial to High Density Residential. The applicant has also applied for associated rezone for this area which includes the following parcel number: 101973000007000.

Findings:

1. The City finds that the non-project action will not result in adverse impacts to the environment.

2. The City further finds that future development that may occur in the locations where map changes may occur will be subject to compliance with the West Richland Municipal Code, SEPA, and other applicable regulations that will ensure mitigation of any potential adverse impacts to the environment.

Threshold Determination:

The lead agency for this proposal has determined that this proposal will not have a probable significant adverse impact on the environment that cannot be mitigated through compliance with the conditions of the West Richland Municipal Code and other applicable regulations. An environmental impact statement {EIS) is not required under RCW 43.21C.030{2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. The responsible official finds this information reasonably sufficient to evaluate the environmental impacts of this proposal. This information is available to the public upon request.

Mitigation Measures:

1. No mitigation measures are required at this time.

This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. You may submit comments on this proposal to the address below before 5:00 PM, August 9, 2022.
