[ARCHIVED] SEPA Notice of Application and Request for Comment - SEPA-009-2023

DESCRIPTION OF PROPOSAL

The City of West Richland Public Works Department, applicant, is in the planning stages for the Red Mountain Vicinity Improvements Project. The project is located within the City of West Richland along State Route 224 (SR 224). The roadway improvements extend from Antinori Road to Bombing Range Rd. Improvements are designed to decrease road congestion and improve safety and mobility options through the corridor. Improvements include:

- Construction of five roundabouts at existing intersections with SR 224 (Keene Rd, Paradise Way, Belmont Blvd, 62nd Avenue, and Grosscup Blvd).

- Separated multi-use path on the south side of SR 224 between Antinori Rd and Red Mountain Rd.

- Construction of an additional middle turn lane, curb and gutter, on-street bike lanes, separated sidewalk on north side and separated multi-use path on south side between Red Mountain Rd and 62nd Ave.

- Construction of an additional middle turn lane, curb and gutter, curb adjacent multi-use path on both sides between 62nd Ave and west of Bombing Range Rd.

ENVIRONMENTAL REVIEW

The proposal is subject to environmental review. The West Richland Community Development Department is the lead agency for the proposal under the State Environmental Policy Act (SEPA) and reviewed the proposed action for probable adverse environmental impacts and anticipates issuing a mitigated determination of non-significance (MDNS) for this proposal on or after May 18, 2023. The comment period for the SEPA concludes at 5:00 p.m. on May 17, 2023. The environmental checklists and related file information are available to the public at the Community Development Department.

REQUEST FOR WRITTEN COMMENT

You may provide written comments on the proposed SEPA Review. Send written comments to the Community Development Department at 3100 Belmont Blvd., Suite 104, West Richland, WA 99353, or to eransom@westrichland.org. Written comments must be received by 5:00 p.m., May 17, 2023, in order to be included for consideration for the determination by the Community Development Department.
